
WhatsApp Outreach to Local Businesses: Where the Numbers Come From
In Mexico, 46.9% of local businesses have a phone number and nothing else. No website, no email, no contact form. Just a number.
That figure comes from a sample of 3,147 Google Maps listings across twenty countries, and it explains why cold email campaigns stall in large parts of the world. The messages are not the problem. They never arrive, because there is nowhere to send them.

The first column is the one that decides everything. Between South Africa and Australia there is a fifteenfold difference, and that changes the whole strategy, not just the channel.
Brazil is the cleanest case in the table: 97.3% carry a phone and not a single listing in the sample was left with no contact route at all. A third of that market is unreachable by email and completely reachable by phone.
Mexico is the hardest case. It has the second highest phone-only share and also the worst number in the table: 21.7% have neither a phone nor a website. One in five Mexican listings in the sample cannot be contacted at all from what the listing publishes. The best and the worst sit side by side.
Why cold email cannot fix this
This is not a tooling problem or a vendor problem. It is structural.
A Google Maps listing has no email field. None. Every email that a serious tool hands you comes from exactly one place: the website linked on the listing. No site means no page to read, and no email. We went through the mechanics in where Google Maps emails actually come from.
That leaves the no-website segment in an awkward spot. It is the group with the most obvious need for what you sell and the only one you cannot email. If your offer is web design, digital presence or local marketing, your best list is precisely the one your email tool cannot work with.
What you are allowed to send
This is where most guides on the topic go quiet. Let us not.
The European Union. Spain's LSSI article 21 bans commercial communications by electronic means without prior consent, with an exception for an existing contractual relationship and a similar product. Other member states have equivalent rules, and the UK has PECR. GDPR joins in whenever the number identifies a person: a limited company switchboard is business data, but a sole trader's mobile is personal data. In practice most small local business numbers are the second kind.
Türkiye. Law 6563 and the İYS system are more permissive in B2B than people assume. A commercial message to a registered merchant or tradesperson needs no prior consent. Opt-out control is still mandatory, though, and once someone exercises their right to refuse, you stop.
Latin America. Mexico, Colombia and Argentina each have their own personal data law and their own advertising exclusion register. Read them before the first campaign rather than after the first complaint.
And above all of it, WhatsApp's own rules. Whatever your local law permits, the WhatsApp Business messaging policy bans unsolicited bulk messaging, and the platform suspends numbers based on the block rate they receive rather than on a published limit you crossed. You can be entirely right in law and lose the number anyway.

Building the list
The channel is worthless without a short, well-filtered list. These are the steps that work.
- Pick a narrow category and city. "Hair salons in Guadalajara" beats "businesses in Jalisco" every time. The narrower the cut, the more specific the first message can be.
- Filter on the website field. If you sell digital presence, keep the listings with no link. That is the phone-only group and the one that needs you most.
- Export with the phone column. The CSV carries name, category, address, phone, site, rating and review count. Review count is what lets you sort by size.
- Convert the numbers to international format. Maps returns the national format. WhatsApp needs E.164: country code, no leading zero, no spaces or dashes. A
wa.melink with a badly formed number opens nothing. - Deduplicate on the number, not the name. Small chains reuse one line across several listings, and the same business can appear under two names.
- Cut the list before you start. A hundred records you have looked at one by one outperform a thousand nobody has read.

The first message
A WhatsApp message gets read on the lock screen. You have two lines before the person decides.
What works is quoting something concrete from the listing: the exact category, the neighbourhood, the review count. It shows you looked at that business rather than at a list. What does not work is a generic greeting with a name pasted in from a column, because it is obvious on sight and it is exactly what triggers the block.
Three practical rules:
- Introduce yourself on the first line. No guessing games.
- One question, closed, answerable in a word.
- A clear exit inside the first message. "If this is not for you, say so and I will not write again" cuts blocks and satisfies the opt-out requirement at the same time.

Where this channel is a bad idea
Germany, the United Kingdom, Australia and Sweden all sit below 11% phone-only. Local businesses there have a website, have an email address, and expect to be emailed. A commercial WhatsApp message in those markets reads as intrusive.
The rule is simple: look up your own country in the first column. Above 25%, the phone is the primary channel. Below 10%, it is the wrong one.

FAQ
Does Google Maps show a business WhatsApp number?
There is no WhatsApp field on a listing. There is a phone number, and in markets where WhatsApp is the default channel it is usually the same line. That is not a guarantee: plenty of landlines have no account attached. Check number by number before you write, do not assume.
Is it legal to message a business that has never heard of me?
It depends on the country and on who the recipient is. In the EU, Spain's LSSI article 21 requires prior consent for commercial messages sent by electronic means unless there is an existing contractual relationship, and GDPR applies whenever the number identifies a person rather than a company. In Türkiye, messages to registered merchants need no prior consent but opt-out control is still mandatory. Which countries is this channel worth using in?
The ones where a large share of the market has a phone and nothing else. In our sample: South Africa 51.7%, Mexico 46.9%, India 40.7%, Türkiye 35.2%, Brazil 34.9%, Spain 24.3%. Germany is at 10.0% and the United Kingdom at 4.7%, so email is still the right channel there.
Can I get emails instead of phone numbers?
Not for this group. A Google Maps listing has no email field, and enrichment reads the address off the business website. No site means no page to read and no email. That is exactly why the no-website segment is reachable by phone only.
How many messages can I send per day?
Fewer than you would like. WhatsApp suspends accounts on the block rate they receive, not on some published number you exceeded. A hundred well-filtered contacts written one at a time survives; a thousand copy-pasted ones burns the number. The channel rewards selection, not volume.
